Just for the record, my ISP sent me the following message with regard to
ukrav:

The group creation message wasn't sent out correctly, or got lost. It
should appear the next time the UK Usenet Committee send out a
"checkgroups" message.
***

This might explain why others have had difficulty getting access to it.
