...in order to batch EQ a bunch of wavs from the command line.
Not a command line, but Goldwave does have a batch processing option. You
can set up a chain of effects(including parametric EQ, high/lowpass filters,
compressor, what have you - including DirectX plug-ins), build up a list of
files, and have Goldwave apply the effects to the files.
Below is an extract of the Goldwave help entry for batch processing:
Goldwave is shareware, downloadable from

processing is required, make sure you remove all effects by using the Remove
