I'd guess so. A quick google round suggests that Bill Low is, er,
evangelical about his beliefs, with some pretty good PR to set them out.

I haven't been able to decide to what extent it makes mountains out of
molehills, simply misunderstands the polarisability of a dielectric, or is
sheer technobabble!
