While checking an amplifier output with a freeview input I just happened to
listen to the differential output (L-R) with the balance control centred. A
burbling(?) noise was quite apparent, but disappeared when the balance was
turned away from the centre. Does anyone know if this is a characteristic of
the signal or a poor decoding process? The receiver is a Pace.

Burbling on digital radio is pretty much guaranteed to be caused by
inadequate signal level. Get your aerial higher, outside the house -
or preferably both. The quality of radio on Freeview should be very
good.
