if they have tone controls that means the user can adjust the frequency
response of the amp. That would be a "feature", it still does not detract
from the basic task of an amp.

No, it's just an amp that introduces artifacts. If it was originally
designed to do just that and then succeeds in it's mission then it is by
definition a good amp.
I won't call it an amp then. "Signal processor" maybe?
Anybody point me to an amp with ZERO distortion of any kind, then?
I'm sure for most amps will have zero distortion for a very limited
frequency range and a "small enough" input signal. I haven't looked a
frequency response graphs in a while.
My amp has THD figures of "less than 0.07%" and a "flat" frequency
response from 20 - 20kHz of plus/minus 0.5dB.
