Surely it cant be too hard - 16 bit @1MHz is only 2MB/sec, easily within
USB2 specs. Obviously this requires a decent ADC but even so...
Unfortunately once you move beyond 'audio' specs the market for kit tends
to fall, and hence prices rise. Hence your best bet is probably the
second-hand dealers who flog off old lab kit. As mentioned in an earlier
posting, see the electronics/radio enthusiast mags for these.
