Actually no, this device works in the bands which don't require licenses
(These are VHF 173.800, 174.100, 174.500, 174.800*, 175.000)


Sorry, I read the VHF radio bit as an RX - thinking it used the broadcast
band.

True, there are a number of other devices which use these bands, but for
a range of 10-30m, you'll be fine with the power of the device.
