I had thought of that but I suspect I would have to educate them into the
mysteries of 19 inch racks and so forth so that is not my preferred option.

So what's mysterious about "I want to put something 19" wide in here"?

Consider having several wooden shelves big enough to take a 19" unit.
Maybe a modular shelf system to allow different heights. There's
nothing sacroscant about using those rack ears in a fixed
installation, or about having everything crammed as close together as
possible.
