IMO more likely, some sort of anxiety or bipolar based of disorder. People
who are very anxious or high due to bipolar disorder can become very excited
and say very harsh things. Since these outbursts come and go, bipolar or
some kind of cessation of effective medication could explain.

I've never seen or heard of a person with Tourettes express their disorder
via writing. If such a thing actually would happen, I would expect the
person so afflicted to erase the outbursts before sending the post out.
