That's in interesting idea! I suspect politicians would be lobbied by the
'power of the media companies' to reject such an idea. But it might be
worth trying a petition just to see how many people agree with something
along the lines I suggested.

BTH I have started threads on the HFN index and on people forming a
'history society' for hifi on the 'pink fish' web forum in case anyone is
interested.
