Can anyone recommend a commandline EQ tool?

The kind of functionality I am after is

c:\ eqtool.exe -inputfile.wav -frequency -Q -gain -outputfile.wav
(just an example)

....in order to batch EQ a bunch of wavs from the command line.

I'm sure these things must exist, from the Win3.1/DOS days of
computer audio, but I can't find anything in google.
