There are plenty of cheap sound cards out there that offer S/PDIF both
in and out. Here's one

As for software, anything should do. It is not the software that
determines what input and output you can use, but the card drivers and
their interaction with Windows. Audacity is the usual piece of very
capable freeware that would handle most editing jobs.
