Default Recording studio on PC?

Hi all,

Someone asked what's needed to do high quality vocal recording on a PC.
This would include listening to a click track or music while recording a
vocal.
And then listening to that vocal while recording another and keeping them
all in sync.
I suppose this is all standard stuff but I have no experience in this
area.

I guess he needs:
A half decent but not too expensive microphone.
A bidirectional USB soundcard with microphone input, 24 bit 96KHz, low
latency.
What software for XP?

Audacity is free and records voice as well as anything.
