I don't know what the current drawn will be, but I'd suspect that restoring
the original circuit will be a good idea. If only to give you the cap that
gives a slower windup and reduces noise. I'm not personally a fan of active
regulators in PSUs, though, so I'm biassed. :-)
If the LM is getting very hot then it may be trying to foldback or getting
upset. I can't say if it is the problem. But if it folds back and ceases to
regulate it may just look like a resistor in series with a rippling rail,
and there may be a 'bang' when it switches between being OK and not. So I
guess it is plausible. But I can't say because I wouldn't have used one
anyway, so haven't myself encountered the problem.
That said, if this is the cause I'd expect it to settle into regularly
misbehaving (or simply staying off) if used for a long time. Not to give
problems on rare 'random' occasions. But strange things happen. ;-
