The only way to control speaker volume after an ordinary amp is by using a
multi-tapped transformer. And such a thing is likely to cost a great deal
of money. And if you're driving several such setups off one amp - even
assuming you can find an amp capable of doing so, each control will also,
to some extent, alter the level to the other speakers.

It's better and cheaper to use a separate amp in each area fed at line
level.
