You could use USB headphones, or fit a second soundcard. However,
nothing will give you audio independent of *any* windows settings,
because it's the operating system that routes sound from device to device.

That sounds about right - the Audigy series of Creative cards can
(could?) be bought with a front panel that has a headphone jack and
volume knob. That socket *might* receive a full line signal independent
of settings. I can check if you'd like.
