You could use USB headphones, or fit a second soundcard. However, nothing will give you audio independent of *any* windows
settings, because it's the operating system that routes sound from device to device.

That sounds about right - the Audigy series of Creative cards can (could?) be bought with a front panel that has a headphone jack
and volume knob. That socket *might* receive a full line signal independent of settings. I can check if you'd like.

Well, the headphone level can be adjusted (via the volume pot on the
front panel) without affecting windows settings, but any change to the
windows software changes the volume - it's an Audigy Platinum.
