Default Freeview Burble

I have been listening to the freeview radio stations for some time and have
not been impressed by the sound quality. Should it be reasonable? Any
thoughts on MPEG2?

While checking an amplifier output with a freeview input I just happened to
listen to the differential output (L-R) with the balance control centred. A
burbling(?) noise was quite apparent, but disappeared when the balance was
turned away from the centre. Does anyone know if this is a characteristic of
the signal or a poor decoding process? The receiver is a Pace.
