I have never seen it in a physics text and neither have I ever heard it

Strange point. Why the obsession with physics books and scientists?

It's not an obsession. It has been a lifelong interest/professional
occupation. When someone claims that voltage ranges have been classified
I wanted to know more about it. A physicist would understand why.

The point is that this is nothing to do with science, or physics. It's a
matter of a terminology adopted by practical engineers to make for easy
communication with other practical engineers. You might just as well
complain that your physics books don't explain why we drive on the left in
the UK.
