A short answer would be as follows:
The BBC recommended to government that an early FM switch off date should be
set without the BBC having any evidence to show that the public was in
favour of that happening - and in fact evidence suggests that the pubilc is
opposed to that happening. The BBC Trust has refused to carry out a public
consultation, despite the fact that it claims it will always carry out
public consultations on any significant change to existing services. The
BBC's Controller in charge of digitla radio was in charge of the technology
"planning" in the Digital Radio Working Group, but it actually only
consisted of them choosing to use DAB from the outset and to ignore all
other technologies - apart from they seem to have brainstormed completely
inaccurate excuses for why not to include other technologies in the plan
towards digital radio switchover.
The BBC's Director of Radio Tim Davie lied on numerous occasions to the
House of Lords select committee on communications last week in order to help
to justify the biased and incompetent decision to press ahead with using
DAB, and he lied when he appeared on Radio 4 Feedback to answer questions
about digital radio switchover last summer. Also, there are BBC-funded
organisations that continually lie in order to help justify digital radio
switchover,including the Digital Radio Development Bureau and the new
Digital Radio UK.
