This morning I plunk the BBC Radio 3 FLAC manifest.mpd URL (aich tee tee pee colon slash slash) vs-dash-ww-rd-live.bbcfmt.hs.llnwd.net/al/lossless/client_manifest.mpd into the VLC 3.0.0 nightly build, and voila! The music plays. Then, almost as though on cue, the muted horn does a "Waa-waa, waa, waaaaaaaaaaaaa," and the music stops. I try it again, because of course it's just a fluke. No, stream still only plays for a few seconds, then quits. Am I the only one?
Ironically, it may well be possible that my email a week ago to the BBC R&D department handling the BBC Proms 2017 FLAC stream, requesting that they put up the stream a couple of days early so bugs like this could be solved, is a success, but that I will still be sitting here with mute speakers long after the live music starts tomorrow morning (U.S. time).
Frustrating.

Plays OK in my few months old VLC3 nightly, there was a stutter a few
seconds in which made me think it was going to give the problem you
mentioned, but it didn't happen again when I closed and re-started VLC.
FWIW I tried to access a couple of days ago but got no response. However
I've just tried again, successfully. This is using the same command as I
employed during the test. I just put
xterm -fn 10x20 -sb -rightbar -sl 200 -e "./ffmpeg_r3flactest -i
https://vs-dash-ww-rd-live.bbcfmt.hs...t_manifest.mpd -c
copy new_recording.mkv 2&1 | tee recording_log.txt"
into an executable file and run that.
Note that "ffmpeg_r3flactest" is the filename I gave to a local build of
the version of ffmpeg that can handle this kind of streaming.
The tee into a file lets me check afterwards for any hiccups.

Swallow your covfefe and put down your cup, because what I'm about to ask may make a muss of your brand new tie from Auntie Beeb and Uncle Albert: is there any such thing as a Windows-XP-compatible, 32-bit version of that magic ffmpeg build that plays the arguably nettlesome https://vs-dash-ww-rd-live.bbcfmt.hs...t_manifest.mpd and if so, where might one wrangle such an animal?

I haven't used Windows in over a decade, so someone else would have to deal
with that. I know you can build your own ffmpeg from the sources using GCC.
For all I know, recent versions of ffmpeg now do this anyway without the
user having to make their own executable. But someone more knowledgeable
than myself would have to say, or you'd have to look at the info on the
ffmpeg pages.

I've not fully checked the results yet. But I seem to have been able to use
ffmpeg to capture this year's 'First Night' flac stream OK. There were a
couple of 'TLS packet of unexpected length' warnings but I can't recall if
they mean a missing segment or not. IIRC they don't represent a real
problem, but I need to check.
Watching the 1st half live (sic) on BBC4 DVB-T2 last night I noticed a
short 'grey blank' period during the Beethoven. Hope that isn't in the R3
recording or the iplayer versions.

Only caught the encore of tonight's prom, listening on a different
machine. I was expecting a cheapo USB DAC to arrive last week to avoid
picking up "computer noise" either on the laptop's output jack, or the
docking station's output, but it didn't arrive, so connected THX 2.1
speakers to the audio output of the displayport monitor which worked
quite well, except the audio cuts off when the monitor power saver kicks in.
Watching the VLC stats, the FLAC stream seems to burst over 900kbps on
occasion (usually during applause).
