However, it needs to be fairly simple to operate - and of course most are
meant to be used with a on screen guide of some sort.

So one with a display is really needed - and preferably one where the
display can give the number you've assigned to a channel via some form of
'favourites' system.

The old Sony VTX-D800 comes close as it has a button to go to the radio
channels and you can arrange it so button one on the remote gives R1 etc -
but it has no display.

Cost isn't too much of an issue.

I think the Wharfedale DV832B has a channel display on the front.
Currently at or under £20. You'll need to connect a telly to get it set
up initially.
