You many not understand this Ian, but as a Superpower ;-) our intent is to make sure that Ivan the rocket scientist doesn't go to Iran, North Korea etc and hire out his abilities. In fact much of the rationale for hiring the Russian Program is to keep these guys busy. This is been in print for the last ten years or more.
