I have had a couple of these now which stay locked out. I can read the code, and it tells me the timer has reset, I can even disable the code and a code read after says the security code is disabled. Recently purchased 1998 E280 "Avantgarde" (Auto) saloon(sedan). The radio appears to be a "Special" model with no CD slot. The CC-CD button only operates a cassette.
